There are some really good shooters, like Perfect Dark and TF2. But most of them are generic and overdone, don't bring anything new to the table, and really aren't even close to "wow."
the majority of shooters (and every other genre to ever exist ever, don't even try to argue against this) being shit has nothing to do with the fact that western developers still put out tons of objectively "wow quality" stuff every year
