Gonna have to disagree with you there. Kefka is just better then Sephiroth in all ways because the worst Sephiroth does is kill a flower girl and the worst Kefka did was become a god and bring on the apocalypse to try and bring on the end of the world. (Yes I base my opinions on games over how great the villain was.)
sephiroth's whole point was that he wasn't really the 'end of the world' singular motivated type villain, kefka's whole purpose was really just for there to be a final boss at the end of the game and to mix things up halfway through, when FF6 is really about everybody else.
sephiroth isn't even really an antagonist until midway through the game, and does the kind of shit kefka does with a lot more flair, style and grace.
hell, even up until the very final moments of the game how sephiroth is a 'villain' isn't exactly clear, and you're still focused on shinra and rufus.
