I would suggest epsxe, with this emulator you can use PSX-VRAM:

2nd program is Animget, it creates an image every 0,1 second on the active window. Additionally, the program recognizes changes on this window (for example when you move) to prevent useless image spam.
Your sheet misses a lot of frames within his animations. I would suggest Animget for regular ripping (animations) and PSX-VRAM for the special stuff (if Hiro is hidden behind some other frames or effects/screentones).
Note: VRAM stores not every single sprite from Hiro, it depends on the things you are doing while you play.
3rd program is the best, but it works not with every game and only with original CD's (forget Demon Tools and mounting roms):

PSicture by snailrush, just insert the CD and scan the files with it, maybe you are lucky and get all sprites with no effort.
