I'm not one to bash, but that title screen does look like random ripped sprites thrown together. The character sprites clash with the background because the bg is of a much more realistic style. Maybe if you picked something similar to, idk, M&L? Or maybe edit the background to make it look more cartoony.
I believe Protron meant you were using a lot of default RPGM graphics. But that's okay, they're probably placeholder.

Is the second character an edit? It looks pretty bad compared to the first. Even if it isn't an edit, I suggest improving it.

Can't comment on anything else, because I know nothing about Sonic. :X
