I hate to break it to you, but you may have to re-rip it. as is, it's scaled; and it's done so improperly, meaning it was ripped from the game while the game itself was scaled. The problem here, is that the scaling will distort the pixels if you try to return the sprite to its normal size: this is evidenced by the fact that not everything follows the 2x2 ratio here. For example, look at the top two frames on the left: the blocks are all 2x2, but there are parts that do not conform to that ratio, like the single pixel line of beard visible behind the shoulder on the rop right frame, where he has his back turned to us.
Not all of the frames are distorted like that, and as such portions of th sheet should be salvageable, but I would strongly recommend re-ripping any frame that has that kind of distortion on it.
I would also recommend reducing that ratio to 1x1, because as-is the sprites are oversized.
