EDIT- Another reason is because they are meant to represent 2 eerie things one my find in a haunted house. I was going to make 2 separate pokemon lines but I figured they are already similar so i figured it could be a split form evolution. If it helps to calm your worries, they could be the new nidoran, but I think thats a bit of an unnecessary step just to so we can make their forms makes upfront sense.
To be honest that does seem a tad sexist (about women and vanity), but mostly I still find it a stretch how a painting and a mirror could be related. Also think about this, those two would still have to be the same Pokemon, meaning they have to have the same type and the same name. Gender variations basically means they have differences in appearance but never to such extremes.

You see when a Pokemon has a gender counterpart they are usually two different species.
Perhaps you could drop the painting Pokemon and stick with the Mirror. There are actually a lot of legends surrounding mirrors.
