Ok this is hilarious.
So the files are very simply palletized sprites in a generic container format. However, none of the files are named properly. None of the file extensions mean anything, pretty much every file is an image container. The header size even changes between files with the same extension
Sometimes you have most of the character sprites in one file, sometimes it's spread across 15 files. The palettes aren't even usually named after the files they go with. Half of them are in .pal files I guess, the rest are mysteriously scattered around. Some of them are even stored at the end of PCX images which are here and there, there's no easy way to attribute which palette goes where. I haven't even found a single matching palette/sprite set combination yet...
I was going to put more effort into this but the whole filename thing is just aggravating to the point that I don't want to deal with it. It'd be a nice project for someone who's really really bored to identify exactly what file contains what data.
