I believe it's not so much the vast amount of content to translate, so much as it is the amount of labor required to translate and the projected sales income not matching up.
Basically to them it might be too much work for too little payoff for a game that may not sell well.
Still, with these games being localized in English for EU, it makes you wonder why they don't just localize for NA as well since it wouldn't require much more work. But hey, Nintendo never seems to think the same way as others.
