also that the face features are sliding across the face is really unnecesary. rather than jamming every single posible animation/giggling you could into teh sprite, you should work towards reflecting the character's attributes using body language. otherwise it look terribly overdone and distracting.
I consider posts telling people updates other than the first one to be a waste of space and requires that you to consistently either chunk everything into a new post that you'll only use once (kinda like I'm doing right now), spam the living daylight out of your own topic, or run the risk of being missed due to non-stop commenting.
Example:

You get the point.
But if I do this instead:
*Title Update 0001*
Post 1:
Update
Info
*Title Update 0002*
Post 1:
Update 2
Info
People notice titles before ever opening a topic for the first time, so would it really be hard to remember a title change and just open the topic, and there it is, a new update right at the top numbered accordingly.
And on some occasions, this for major changes of even just for something I feel the need to respond to:
New post:
Major update,
Info
That's all for now.
or
Comment post:
Important info
Then,
New post:
Response
Info
That's all for now.
This way, The topic can still keep a good position in the forum, and get peoples' attention easily.
Now that that's been established, let's get down to business on your suggestions.
The face can be easily altered to stay in place, but if you'd like to see me get this right as far as body language goes, maybe I can watch the anime to see Chinchou's movement style and general position., or perhaps pull out a Pokemon 3d game example like PBR, XD, Colosseum, or even Pokemon Stadium 2 and watch Chinchou in action.
Overall, It's a pretty easy task to imitate movements based on visual examples IMO.
By version 10, I hope to get this right as a goal, but we'll see just how it goes.
That's all for now.
