A few missions and some new items may be "a lot of data" but it's not anywhere close to the level that is twelve new characters with completely original and unique move sets, new stages, gameplay enhancements, and new moves.
It's not like Capcom plans on screwing their fighting game fanbase over; SSF4: Arcade Edition was available both as a disc and DLC. Because Arcade Edition only adds four new characters + rebalancing. UMvC3 adds twelve.
