Tyvon hit the nail right on the head. The entire point of The Walking Dead - both the comics and the television series - is about how people react and interact in a crisis situation. The zombies are basically just a backdrop- that's what most good horror does. You're not supposed to be scared because of the possibility of zombies, you're meant to be scared because it makes you wonder what the people you care about would do to you in a life-or-death situtation. Because that's real, and that's scary.
Complaining that The Walking Dead has too much melodrama and not enough zombie killing is like complaining that "Do Androids Dream of Electric Sheep?" had way too much stuff about the human condition and not enough android fights.
