Arguably yes,
but a majority of requesters pop in and make the first thing they do their request,
and then are told they need 20 posts,
and then start spamming, as usually a locked thread is given an explanation as to why in the lock.
But,
if they already start by spamming,
they:
A. Already saw the rule and are grabbing the 20 posts
B. Are just a spammer, who already will be considered as one, despite them possibly knowing they aren't one or aren't reading the rules to begin with.
They'll just be told they're a spammer by a mod, user or admin.
