It takes place way after X8, but you don't have to play the previous games to play Command Mission, only to know about a certain character IIRC.
You could start it after X7. This game came out before X8 anyway. And I recommend playing the Gamecube version if you can because it runs at 60fps and has extra content that the PS2 version lacks. That and the PS2 version only runs at 30fps, and is just sluggish.
