You need U8_tools for that file.
How to use U8_tools.
1. Open the u8extr.exe.
2. Click the tab with the 3 dots that is at the top, right.
3. Select the file.
4. Click Extract.
Now there should be a folder with all of the files that were in PLCompItem.arc.
