You should see this Boss Meta Knight one I'm working on. Now THAT is a pain in the ass. Especially since you can't control him to get good snapshots. Fast little bugger. Makes me glad I wasn't the one that did Galaxa Knight though; I bet he was a REAL bitch.
Anyways, your sprites next to the question mark are part of his jumping/falling animations. Some of the hats have multiples of these sprites to show certain features shaking in the wind as he moves up or down, like the feather on the helmet in my Stone/Ninja sheets. So in other words, the first one should be at the beginning of your 7th row and the second one should be second-to-last in your 8th row.
