It comes from the term "Back-seat driver", which refers to a passenger in a car that repeatedly tells the driver what to do, as if they were the driver themself.

"Backseat modding", I guess, would refer to either telling mods what to do (i.e. telling mods how to do their job), or acting like a mod without actually being one.
There may be a fine line between what people would perceive as being helpful, and what might come off as 'backseat modding'.
