Often certain sheets, like that Tool Shelf sheet will require transparency due to alpha transparency - I have to use it on some sheets.

As an example, here I made it as accessible to people without a newer image editor as it is to paint users, by combining transparent and solid.

So what you're basically saying is... if there's a kind of "glow" bit that's like 50% transparent (as in the image you linked me to) I should put it against a transparent background?
If that's the case then I'll have to update one of my sheets. But that doesn't explain why the Tool Shelf would require it.

Sorry if this is all sounding very noobish, I'm just trying to learn
