Speaking og GIFs, it would be possible, but there is no standard for "go to a random frame". There was an almost-standard for "wait for user input" (as in, user clicks image) but about noone implemented it.
Basically, through Application Extensions (a GIF thing, the only widely supported one is the Netscape Loop Ext. which stores looping information), a lot of things would theoretically be possible with GIF but noone supports anything. The reason is that there is no real usage for such things as you can do more with PHP and javascript whereas such image features could be abused in worse ways.
