I'm actually glad that you already noticed it and is planning to scrap, because this means you've built some self-criticism, and this is good!
the thing of using 'skeletons' to make sprites, gaia, is not only to make a solid base: it also serves to lay down the basic shapes the body will form.
here's my take on her. Avoid black outlines INSIDE the sprite, and treat the hair bangs as an unified block instead of outlining each bang. I also suggest you to make development steps, like i do: make a rough outline, copy it and continue working on it. Make a copy at regular intervals so in the end you get a step-by-step sprite making process, and this way we'll know where you're doing things wrong.
PS: it doesn't help that the girl you chose has the stupidest hair
