Deoxys would be great!
Like his Down B move could make him change forms, and thusly changing almost all A moves and the B move.
But please, Jigglypuff is a good character. If you know how to use it, you will be pounding lvl 9 in no time.
But other Pokémon that is not on the list, I am thinking like Gallade. I mean c'mon, he is awsome. Or like Togetic,a 2nd gen pokemon. It's B move could be Metronome, and it would use a B move from other character.
