Yes it was, but for the Sega Saturn. That is a completely different system from the Genesis.
Not to nitpick, but the first post does stipulate that your base sprite must originate from an
SNES or Genesis title respectively.
As for my previous question, I wasn't asking whether the sub theme was mandatory, I was
asking if it is permitted to sprite in a style that does not belong to a SNES or Genesis style.
