Well, it is definitely better, but it needs much more contrast, and a bit of anti-aliasing would be good for it;

Anti-aliasing: A spriting technique used to smoothen outlines and shapes. The example fails, but that's the idea. Anything inside the sprite (or the sprite itself) can have AA if it needs it; AA=/= pillow-shading. Just saying.
The arms also seem unattached, and I'm pretty sure they're not supposed to be cones. And why doesn't the hat have an outline? It looks kind of...odd.
