I know I may be a little late to the party, but I'd like to offer up something else to consider.
What if Belle was more like this guy?

I feel like, considering Gors' intentions, the "Jr. Troopa" type character would fit best because it's a minor rival, if that makes sense. Perhaps you could make the character memorable by being "that one difficult miniboss that keeps showing up at inconvenient times" (not saying Troopa was tough, but it could make Belle more memorable).
