Hmm, sometimes. Not every character walks the same. While Mario walks with the arms kinda near the body (in 2D games), Megaman stretches out his arm quite a bit when walking.

About the "New_mario" sheet:

Obviously improved compared to the first one that's another step into making good sprite sheets. However, you still need to shade it better: The parts that were supposed to be lighter aren't. Maybe removing the outline in the lightest parts will make it look better. His face's shading looks blocky, smoothen it out. Some outline parts needs to be smoother, too (body, head).
The animation you're trying to do is too hard for you. Try something with less frames. 4 frames for walking is all that you need.
