Basically, Capcom is just one of those companies that look like they refuse to participate with it's large fanbase *coughsquareenixcough* Also, they also want to avoid oversaturation of fan-made content, to avoid another L3 disaster and wind up like another certain animated series that's almost nothing much but fan-created content by now.
