That's more-or-less 3 head proportion in the hayday of chibi, which for whatever reason someone else thought they could swell up the head further (I have yet to see a gag in which the modern chibi gets knocked down and struggling to get up 'cuz of it's huge head by the older, more experinced chibi of yesteryear).
