I don't entirely agree with that.

I think I could memorize and draw Chespin faster than Bulbasaur.

Gen 1 was simpler in design because it was the first and the GB had limitations that had to consider.
Limit Chespins colors and he would look just as simple if not simpler to Bulbasaur.
Then imagine Bulbasaur with more colors. I could see him have more patterns and such.

I personally don't think any generation is better than another design wise. The Pokemon are all made by the same people after all.
