Most of it's texture clamping. As I mentioned the Pokémon have stuff have that. Usually you can fix it by simply opening it in an image program, increasing the canvas size to 256 x 256 (making sure the texture's in the top-left corner of the image) and filling in the blank area with the same solid color as the very edges of the texture. I did this with Jigglypuff's fighter model.
