So I just made a neat discovery.
I was bored so I was messing around with the KH1 .wpn files and I actually got it to load in noesis, somewhat.
you cannot see anything in noesis, but it can still tell you how many meshes are there along with the number of bones. you can also export an obj and texture. When I opened the obj in 3dsmax it seems the either the model was very small or all the vertices were in a single point. Interestingly enough the object seemed to even have UVs.
I'm not sure how far anyone has got trying to get data from these files, but this is the most I have ever seen.
