Then you could have a level 200 Dragonite just decimate it again.

Assuming one is leveled that high, yeah... but someone could raise a stronger Raticate.

It opens the game up far beyond what it is now, it doesnt genericize it like you think. Without a level cap you could sign online and have no fucking clue which of the 700-odd Pokemon you'll be fighting and whether or not you can take them.
