That would be terrible, the reason the online mode has a level cap of 50 or 100 and the banning of legendaries is to keep yourself from not getting randomly paired with someone much higher of a level than you.
Dragonite can beat the Raticate normally, but its not invincible.
There are items that help pokemon in battle to even add more fairness.
Going back to your dragonite vs raicate example
-In the match up you could give Raticate a focus sash and counter with ice fang following up with quick attack on the next turn to try and finish the job.
Of course you must know that not everyone will use dragonite and that you just took up one of your slots with a sub par normal type(stat wise).
That's why you get 6 slots that all have various strengths and weaknesses.
The way you want to play would be like playing club basketball with your friends and one day the Miami Heat or Chicago Bulls show up and you have to play them.
No level cap there would just be people cheating much harder then now. Esp if a level 20 has a possibility of playing a level 200.
