Having higher level caps just creates room for MORE imbalance. What would happen is the Pokemon with higher stat growth would become even HIGHER, and the ones with low growth will be left even further behind. In order to prevent that the already existing stats would have to all be adjusted to accommodate the change, and the change is ultimately pointless. You can really get a similar effect of a level 200 Raticate and a level 100 Dragonite by just having a level 100 Raticate and a Dragonite that just evolved.
