This is kind of faulty logic in the world of Capcom. I'm under the impression that a lot of fan works have been treated with leniency by Capcom since before this whole thing started. I know of several pretty prominent Mega Man fangames with years of dev time that haven't been given legal trouble and have nothing to do with Legends. It's not really a company that seems to discourage these types of activities.

Even the Protomen have said "Capcom has been nothing but nice to us since we got this beast rolling" and I'm pretty sure they're just random guys who got together and decided they wanted to play Mega Man-inspired music at concerts. A recent Mega Man doujin album has some old Mega Man composers working on it. Capcom leaving fan works alone and Capcom staff providing support to fan works is nothing new.
