Found this on the wiki regarding villagers requesting stuff.

"Talking to villagers repeatedly will not trigger a public works request; rather, a villager must give off the "surprised" expression and walk up to the player in order to trigger the possibility of a request. As far as is known, public works requested in this way occur randomly."

So, don't miss out!

The museum expansion isn't a request... well, it is, but not a normal request. You have to talk to Blathers 10 days in a row (Or was it 14? I can't remember), and have donated at least 1 piece in each museum wing, after which you will randomly find Blathers standing in the museum thinking about something, if you talk to him, he will put in the request.

I just had the second floor added, it had the silver fishing pole for sale day 1.
