As for previous regions, it was postgame content, which is fine. Let us soak in the new region, then have fun going back to an old region to see the changes to it after X number of years. For Gen II/IV remakes, it was 3 years later, so Kanto changed quite a bit.
But instead of "plain old evolution" as you call it, they're spicing it up, throwing in something new, and it's not like evolution at all, it's the same pokemon, given a new spin in a way.
But why not keep on exploring the new region? Why do you need to go back to an older region, it's not part of the story, and I'd rather not have them shoed into the game for the sake of "more" exploration. Because in the end, if you went back to the older regions, it'd be the same sights and possibly? different gym leaders, but that's it. More Gym Leaders.. It's just fluff, and it'd feel like filler if you ask me.
