Yes, Puff Up isn't as overpowered as many other final smashes, but clearly you don't have the foresight to use it in a corner or on a ledge where it would maximize its effectiveness.
Many of the Brawl FSes should be considered for retooling for the new games. If anything, Jigglypuff is an example of a decent FS, one that makes you think and strategize rather than handing you instant KOs.
