Not only does the Wii Mini not have online, it also can't play Gamecube games (and therefore doesn't have Gamecube controlller ports) and doesn't support component cables so you're forced to use composite cables.
I'm pretty sure there were some other features it was missing as well but basically if you buy this over a used original Wii, you're probably the dumbest person alive.
