One does not prevent the other, i think. The fusion is a good idea but i dont think it should involve the counters. Having three specific monster at a single time is rather hard, if you add the fact that you need counters, its gonna be next to impossible to do it.

Needing counters (like maybe 2 sprites on each monster) for the fusion could work yeah, then they don't seem wasted.
About the Level, it doesnt change a lot, but there are card works only with the "Lvl" terminology like "level up". Also, it could just be one person that is represented as a level monster, not all mod need to be like that.
The counter should never feel wasted if we have cards that uses the counter wherever it is. For example, Sprite world and Submission, the two cards i suggested before can remove counters from any creatures.
Heres a more developed idea if go for the level thingie:
-Ressource Member - Dazz Lvl3 - Creature - Level 3 - Atk 1600 - Def 1000
At the end of turn where "Ressource Member - Dazz" destroyed a creature by battle, put a "Sprite" counter on "X". At the start of your turn, if there are 2 or more "Sprite" counter on "X", tribute " Ressource Member Dazz lvl3 " and special summon "Ressource Mod Dazz lvl6" from hand or library.
-Ressource Mod - Dazz Lvl6 - Creature - Level 6 - Atk 2000 - Def 1800
At the start of the turn, put a "Sprite" counter on "Ressource Mod - Dazz Lvl6". "Ressource Mod - Dazz Lvl6" gains 200 Atk per "Sprite" counter on him. At the end of your turn, if "Ressource Member - Tigerlily" is in play, tribute "Ressource Mod - Dazz Lvl6 " and special summon "Ressource Mod - Maried Dazz Lvl9" from graveyard, hand, or library.
-Ressource Mod - Maried Dazz Lvl9 - Creature - Level 9 Atk 2400-2600
"Ressource Mod - Maried Dazz Lvl9" cannot be tribute summoned. It can only be special summoned by the effect of "Ressource Mod - Dazz Lvl6". At the start of the turn, put two "Sprite" counter on "Ressource Mod - Dazz Lvl9". "Ressource Mod - Dazz Lvl9" gains 200 Atk per "Sprite" counter on him.
-Ressource Member - Tigerlily - Creature - Level 4 Atk 1800-1200
"Ressource Member - Tigerlily" cannot be destroyed by effect or battle if "Ressource Mod - Maried Dazz Lvl9" is in play. "Ressource Member - Tigerlily" Atk is equal "Ressource Mod - Maried Dazz Lvl9" atk + 1.
Something like that ? Of course, the same could be done without the sprite counters.
