I assume partially because the look of the oot/tp designs are the ones that have been associated with SSB thus far. So basically, for consistency's sake, and to avoid betraying the expectations of people who have played with the oot/tp Zelda up until now. SS Zelda is a fairly big deviation, after all. Plus, she doesn't look like much of a fighter.

The Zelda in this SSB is probably closer to what most players associate with in their heads as "Zelda" in general. That gives it an "all-star" advantage, rather than being some one-off thing. The adjustments to Samus aren't big enough for that to really come into play with her decisions, I think.

I assume -mostly- that it has a lot to do with Ganondorf and Zelda. SS Zelda would make it difficult to incorporate Sheik, and I don't think they'd be comfortable with getting rid of Sheik at this point. You don't want to upset the people who main her(?)!

You could try to make some argument for Impa, but I'm pretty sure they'd see that as deviating too far from the character. I don't think Impa's even a big enough character to deserve to be included anyway. It comes across as a sort of lame fanfiction workaround. To my knowledge, Ganondorf is not even in SS, and thus has no SS design to incorporate. Link obviously has to fit in with his crew, so he can't exactly match his SS design either.

The compromises set in place make plenty of sense. I think it's a bit silly to treat their creative decisions as arbitrary. Sakurai's mentioned how seriously he takes them.
