Oy. The whole "Pac-Man doesn't have much to work with" thing again. I hear this all the time. Instead of explaining it myself I'll direct you to the Pac-Man discussion on the Smash Boards.

You can find numerous people coming up with all kinds of moves for Pac-Man. All you need is knowledge of the character's video game history and a good imagination to make him a great fighter.
And that goes for almost any video game character. Anyone. I truly believe almost ANY character can be a fighter, it's just a matter if they will be.
That's pretty much why the whole "he looks like a good fighter/he doesn't look like a good fighter" is a poor reason to pick a character for Smash. That's not why a character should be a fighter. If that were the case Captain Falcon would have never been playable. No. You put in a character for other reasons that have nothing to do with fighting or moveset.
Is the character/series iconic? Is the character/series popular? Does Nintendo like this character/series? Does this character/series have multiple games? Are the games important? These are the questions you should be asking.
