They sort of existed in earlier games in the form of link and samus being able to grab the edges, but if I recall it was a tinge tricky in Melee.
With the return and apparent buff of them it does make me wonder about Ivysaur and Squirtle again, even though I'm one of those who believes they are likely cut.
