The new clothing look like something you would wear to the beach as opposed to traveling across the entire lined.

To be fair, Hoenn is already mostly covered in water and harbor towns. Dressing like they are on the beach isn't too much of a stretch.

Not to mention it has a freaking volcano in the middle of it. Hoenn must be a pretty hot place.
