GF has been taking more liberty with their character designs in the past few gens. Look at Gen 5 female protag. She's the epitome of sexualized.

She's also supposed to be older. If I recall, May's supposed to be like ten years old. And besides, the BW2 protag and Serena aren't as bad, and they didn't have a previous design that later became more skimpy
