There's a link to the wiki on the top bar (which scrolls with the page). Here's a link to the info about submissions. Scroll down and you'll see links to articles about submitting to each individual resource.
The wiki is still being worked on (it's fairly new) so not everything will be complete, but it gives the basic concepts and should help new people get to grips. Everybody with a month membership at 20 worthwhile posts can contribute, so you can be sure that pretty much everything that is written is by people who know what they're talking about.
If you select "New Section" there will appear a text box where you can enter the new section's name.
Spoiler tags don't have a button (I'm not exactly sure why) but you can write them yourself. For example this:
