The goal was to make Smash run at a consistent 60 fps without slowdown. Apparently in order to even accomplish this, non-player characters actually run at 30 fps.
That being said, I think there's serious possibility that the Ice Climbers were a technical issue. Not only that, Sakurai stated in an early interview that Ice Climbers were being a problem in the first place.
And before someone goes and says that the 3DS version "held the wii u back", keep in mind that Sakurai's original vision was only a 3DS smash. HD Smash was something they had to convince him to do.
