Lucina is supposed to be a Latin name, as seen here and here. Since it's a Roman name, then it originally should be read 'lu-CHEE-na'.
The fact that it's rendered with a hard K sound in Japanese is another proof that the actual Roman sound is read with a hard C, seen here, ユリウス・カエサル Yuliusu Kaesaru, Iulius Kaesar.
Therefore I call her 'lu-CHEE-na' as it is how it's supposed to be, according to all things above.
(Japanese tends to get names more accurately than English does for some reason, despite the severe lack of phonemes)
