Bram Stoker (Dracula) was Irish and Robert Louis Stevenson was Scottish (although that puts him in the same boat as J. M. Barrie) and Frankenstein was by Mary Shelly, who is English. However, there's an awful lot of talk about "The Queen" in this one, and I notice that all the characters are themed in red coats.
Even assuming they stay to the realm of American authors, though (and Tiger Lily is some kind of exception because one of the developers just really loves Peter Pan [or because she's Native American as a character]) we could see characters created by Poe or Lovecraft (Cthulu being the alien leader would be awesome).
Sidenote: are you trying to say that Dracula, Frankenstein's Monster, and Mr. Hyde haven't become part of American folklore? Or part of folklore in general?
Maybe. I still see this game having an American Steam Age theme. All the stories they took characters from take place during the Steam Age. Even though Peter Pan was created by a Scottish person, Tiger Lily is a Native American which fits with the theme.
When I think of Frankenstein or Dracula, I don't really think of that era... even though they were written during that time.
