Well, yeah. There are fan made remixes that do sound a lot better than even the officially made music but that's because they have the time to mess around with the said music.
We also can't forget that as much as Game Freak wants to release a quality product (And they do good with that), they have dead lines as well. They can't promise that the music quality is going to be 100% perfect but they try to do the best they can and that's the least I can appreciate from them.
