There's a system behind, it's pretty much the same as Legend of Mana (PSX). This portrait has at least 3 palettes, each for a different part of the portrait (this one misses a palette, so a part of it is still miscoloured). The grid of the tiles is 16x16 pixels and you have to go from the top to the bottom, then next column, again from the top to the bottom, next column... and so on.
You arrange the tiles from the left to the right to form the portrait.
I suggest you get all palettes first, combine them on a single tileset and then start the procedure as stated above. You should also use a graphics program which supports the display of your grid.
