I mostly love villains not for their looks but their personality. But if I had to go with looks...
1. Ghastly King from Donkey Kong Jungle Beat.
What a strange and unique looking ape demon that you must fight at the end. Part plant, part bird, part ape. Oh and he rides a pig head that shoots fire.
2. Rudy the Clown from Wario Land 2.
The scariest clown in gaming history, and he happens to be a god! He has trumpets for ears, skull pattern pajamas, and the worst chapped lips you've ever seen.
3. Osmund Saddler from Resident Evil 4.
Hahaha! Seeing this boss always makes me laugh. That little human body dangling beneath a crab monster!
4. Mecha-Grunty form Banjo-Kazooie: Grunty's Revenge.
Grunty is one of my favorite villains. Seeing a steam powered robotic witch makes her even cooler.
5. Adolf Hitler from Wolfenstein 3D.
Seeing Hitler's head bolted on a giant boxy robot is awesome... 'nuff said.
6. Majora's Wrath from Majora's Mask.
The mask itself is terrifying, but give it a veiny pulsating body and you got nightmares!
7. Fortitudo from Bayonetta.
An angel with an downside face for a body and two dragons for hands? Yes!
8. Master Core from Super Smash Bros. for Wii U.
Does this one not count since it's a shapeshifting vortex of darkness?
9. General Scales from Star Fox Adventure.
He's so cool and we never get to fight him! Arg! It's a humanoid T-Rex in a funny hat. I wanted to beat him up!
10. Father Mother from Zeno Clash.
What a terrifying and strange looming thing. A giant lanky peacock man/woman with glowing eyes.
